The Live Free Re-Entry (LFR) program, established by the Community Awareness Resource Entity of Arizona (CareAz) in 2020, aims to support individuals re-entering society after incarceration in Apache County, Arizona, and surrounding communities in Northeastern Arizona. This proposal seeks to enhance the LFR program by expanding its services to include targeted employment assistance, educational opportunities through Pell Grant funding, and a robust support system encompassing case management, vocational training, and legal aid.

The enhanced LFR program will incorporate evidence-based interventions and leverage partnerships with local institutions such as Northland Pioneer College to address the multifaceted needs of returning citizens. Key components of the program include pre- and post-release services, career planning, life skills training, and access to certification programs in high-demand fields. By prioritizing individuals at greater risk of recidivism, the program will ensure they receive tailored support to overcome barriers to reintegration.

The proposed enhancements aim to provide comprehensive services that facilitate successful reintegration, reduce recidivism, and promote public safety. The employment assistance component will focus on connecting participants with job opportunities, providing resume building, interview preparation, and job placement services. Educational opportunities will be expanded through partnerships with local educational institutions, offering access to Pell Grant funding for eligible participants, and providing vocational training and certification programs in fields such as healthcare, information technology, and skilled trades.

The program's support system will include case management services to address individual needs, legal aid to assist with issues such as expungement and housing, and life skills training to help participants develop essential skills for daily living. By addressing the root causes of recidivism and providing a comprehensive support system, the enhanced LFR program aims to reduce the likelihood of re-offending and promote long-term success for participants.

Expected outcomes of the enhanced LFR program include a significant reduction in recidivism rates, increased employment opportunities for formerly incarcerated individuals, and improved social and economic stability within the community.
