Red Clay Consolidated School District (Red Clay) proposes to implement the Category 2 Bureau of Justice Assistance STOP School Violence project titled Preventing School Violence in Red Clay Consolidated School District. In partnership with The Lincoln Center for Family and Youth (TLC), Red Clay will address three STOP funding areas: Train school personnel and educate students, specialized training for school resource officers, and hiring of school support personnel.

Service Area. Red Clay is in New Castle County, DE. Red Clay serves high-poverty students, including many in the city of Wilmington. Its violent crime rate of 12.66 is much higher than that of Delaware (3.84) and the U.S. (4). Twenty of the 27 Red Clay schools will participate in the project: 6 schools in YR 1, and 7 more schools in each YR 2 and YR3, for a total of 20 participating schools. Project schools serve 13,499 students, with 60.79% being minority. Almost 20% of project school students surveyed in 2024 feel unsafe at school.

Purpose. The project will address two gaps: (1) Pervasive school and community violence and (2) School personnel and students need support, education, and training on preventing student violence and improving school climate. The goal is to prevent school violence. The objective is to train and support school personnel and educate students on preventing school violence, including strategies to improve school climate
