American Samoa PREA Reallocation 2024

The American Samoa secured facility for adults known as the Territorial Correctional Facility (TCF) and the Juvenile Detention Center (JDC) both under the Department of Corrections is currently in noncompliance with the National PREA standards. Efforts were applied since the last application in getting their local correctional facilities up to par. A DOJ certified PREA auditor was invited and traveled from Hawaii to conduct a pre-assessment of our two facilities. Recommendations from this pre-assessment will lay the foundation of implementing the PREA standards in American Samoa. The SAA will support the Department of Corrections in rendering assistance from the local government and advocate the magnitude of implementing PREA standards in their facilities. Secondly, having trained and certified personnel to provide the proper skills in identifying and preventing sexual abuse and sexual harassment among the wards they oversee and in other cases, among the personnel themselves.
