Description of original award (Fiscal Year 2024, $69,171)
The Colorado Division of Criminal Justice will subaward 2024 JAG PREA Reallocation funds to the Colorado Division of Youth Services (CDYS) and the Colorado Department of Corrections (CDOC) to support ongoing compliance with PREA Standards and requirements. The 2024 funds will be subawarded via a targeted application process for subgrant projects from these two state agencies. CDOC and CDYS will continue prior efforts to address PREA requirements and to maintain compliance with PREA Standards. CDOC and CDYS subgrant activities will address the following PREA Program goals: (1) Create cultures of “zero tolerance” of sexual abuse in confinement facilities; and (2) Increase staff capacity for preventing sexual abuse in confinement facilities. Specifically, subgrant supply, technology, and training requests will assist in (a) Preventing and responding to sexual abuse and sexual harassment in confinement facilities; (b) Training staff and educating inmates/residents/detainees; and (c) Investigating allegations of sexual victimization.
The Colorado Division of Youth Services (CDYS) will use its 2024 JAG PREA subaward for cameras for the Campus at Lookout Mountain Youth Centers and the Campus at Mount View Youth Centers for monitoring technology improvements to continue compliance with PREA Standard §115.311 Zero Tolerance. In addition, Standard §115.318 Upgrades to Facilities and Technologies requires that we "consider how such technology may enhance the agency’s ability to protect residents from sexual abuse." The same funds will also aide the agency to remain in compliance with Standard §115.372 Evidentiary Standard for Administrative. CDYS also requests to use these funds for PREA Compliance Manger training and employee training related to Standards §115.331 and §115.334. CDYS would appreciate the opportunity to also use its 2024 PREA subaward for in-person trainings from subject matters experts connected to the PREA resource center and contractors who present specialized topics.
The CDOC will use its 2024 JAG PREA subaward to help purchase replacement shower curtains to ensure inmates are able to shower without opposite gender staff being able to view them for PREA Standard §115.15. To implement Standard §115.33, new posters will be ordered to ensure key information is visible to all offenders. All CDOC facilities would receive informational posters and shower curtains. Finally, CDOC will also use 2024 PREA funds to pay for training for the agency PREA Coordinator and facility staff, including attending the annual National PREA Coordinator Working Group conference for compliance with Standards §115.11 and §115.31.
