The Kansas Highway Patrol (KHP) proposes to implement a completely new full-scale Body-Worn Camera (BWC) program for all sworn agency personnel. The purpose of the program is to leverage body-worn camera technology to increase organizational trust, accountability, and transparency in law enforcement in the state of Kansas. Primary project activities include the deliberate development, using stakeholder input and best practices, of a more comprehensive BWC policy, the physical deployment of BWCs to sworn personnel across the agency, BWC user training, public outreach and education, the measurement of performance after implementation to refine the program, and the creation of a plan for the continued use of BWC technology beyond the timeframes of this grant. Expected outcomes include the deployment of BWCs and the use of BWCs and digital evidence to improve efficiency, effectiveness, and fairness of the agency. Citizens of the state of Kansas, prosecutors and legal personnel, other law enforcement agencies, and the KHP's BWC users are the intended beneficiaries.
