The Rutherford County Sheriff’s Office (RCSO) in Murfreesboro, TN, is proposing to expand its Body Worn Camera (BWC) program to enhance the Judicial Services Division and the Adult Detention Center.  RCSO, employing 581 personnel (377 certified and 204 non-certified officers), recognizes the growing importance of BWCs in law enforcement.  The Judicial Services Division, with 30 certified and 19 non-certified officers, oversees courthouse security and inmate transport.  The Adult Detention Center, staffed by 170 non-certified corrections officers and support staff, ensures a secure environment for the inmates, staff and visitors.  The need for BWCs arises from the evolving nature of law enforcement.

The proposed expansion aims to improve oversight, accountability, training, and transparency, fostering trust between officers and the community.  The Rutherford County Sheriff's Office plans to purchase 219 BWCs.  Given the large Judicial Services complex and Detention Center, officers often face potentially volatile situations.  BWCs would enhance safety, evidence quality, use of force incidents, and departmental liability. 

The BWC implementation will be phased, with a goal to equip all officers within three years.  A 30-day trial with three BWC vendors during fiscal year 2022-23 helped RCSO select a vendor and develop policies, tracking mechanisms, training, and deployment strategies.

RCSO, known for professionalism and community orientation, believes the BWC expansion will improve community relations, service quality, oversight, and transparency.  The program will enhance officer safety, situational awareness, evidence quality, reduce liability, and improve training and courtroom testimony, ultimately supporting officers in their duties.
