Description of original award (Fiscal Year 2024, $1,000,000)
Floyd County Fiscal Court (FCFC) proposes to implement a Floyd County Substance Use Prevention Program in partnership with Floyd County Sheriff’s Office and Mountain Comprehensive Care Center to benefit Floyd County youth under 18 years of age impacted by substance use. Floyd County experiences rates of substance use and overdose double and triple those of the U.S., and associated risk factors for substance use, such as economic distress, exposure to domestic violence, abuse/neglect, and mental health disorders are likewise disproportionately high in the community, reinforcing generational cycles of substance use. To begin to disrupt these cycles, FCFC and partners will implement a collaborative diversion, deflection, prevention, and treatment program to identify, refer, and provide treatment to at least 300 youth during the 36-month program period under COSSUP category 1c.
Program activities, objectives, and expected outcomes include the following: 1.1) Within 6 months, FCFC and stakeholders will develop, approve, sign policies and MOUs to implement court-based substance use diversion services; 1.2) Within 12 months, FCFC will finalize expansion of diversion programming and begin providing direct referrals to behavioral health services, SUD treatment programs, and other community resources; 1.3) At the end of each program year, complete a formal diversion program evaluation to quantify program successes and assess changes needed; 2.1) Within 6 months of the award, FCFC and county stakeholders will approve policies and sign MOUs to implement a law enforcement led substance use deflection/diversion program using the LEAD model; 2.2) Within 12 months, Floyd County Sheriff will implement deflection/diversion programming and begin providing direct referrals to behavioral health services, SUD treatment programs, and other community resources; 2.3) At the end of each program year, complete a formal deflection/diversion program evaluation to quantify program successes and assess changes needed; 3.1) Each program year, conduct substance use prevention education courses for at least 85% of Floyd County 5th grade students; 3.2) Each program year, staff will partner with Big Sandy Region Youth Council to discuss youth needs, ideas to reduce substance use, and build awareness of community support resources; 4.1) Provide SUD treatment and behavioral health services to at least 300 youth during the program period.
