Description of original award (Fiscal Year 2024, $36,690)

The Spalding County Corrections Institute proposes to use JAG funds to implement a comprehensive fentanyl and methamphetamine detection project to enhance safety and security within the facility. This initiative aims to address the growing concern of illicit drug use and trafficking within correctional settings, with a particular focus on the highly potent and dangerous substances fentanyl and methamphetamine. The project's primary purpose is to significantly reduce the presence and use of these drugs within the institute, thereby improving the health and well-being of both inmates and staff.

The project will be at the forefront of innovation, encompassing several key activities. These include acquiring and deploying drug detection equipment, comprehensive staff training programs, and implementing enhanced screening protocols. Advanced technologies such as ion scanning units will significantly bolster the institute's ability to identify and intercept illicit substances. Additionally, the project will involve the development of data collection and analysis systems to track drug-related incidents and evaluate the effectiveness of the implemented measures.

Expected outcomes of this initiative include a substantial decrease in drug-related incidents within the facility, improved overall security, and a safer environment for inmates and correctional staff. The project aims to achieve a measurable reduction in drug seizures and related disciplinary actions, as well as a decrease in drug-related health emergencies. Furthermore, it is anticipated that the enhanced detection capabilities will serve as a deterrent, leading to a decline in attempts to introduce contraband into the facility.

The primary service area for this project is the Spalding County Corrections Institute, located in Spalding County, Georgia, which houses 225 convicted offenders. However, the program's benefits are expected to extend beyond the facility's walls, positively impacting the broader community by reducing the flow of dangerous drugs and associated criminal activities. The intended beneficiaries include the inmate population, particularly the 81% with a history of drug use or addictive behaviors, correctional officers, medical staff, and administrative personnel within the institute, as well as the families of inmates and the wider Spalding County community.

While the Spalding County Corrections Institute will be the primary recipient of the grant funds, the project is not a solitary endeavor. It may involve collaboration with local law enforcement agencies and healthcare providers as sub-recipients or partners. These partnerships will be crucial in ensuring a comprehensive approach to drug detection and prevention, as well as in managing potential health crises related to drug use within the facility.
