Description of original award (Fiscal Year 2024, $64,311)

The Visalia Police Department has researched methods to address Part One crimes within the City of Visalia and County of Tulare. Fixed mount automated license plate reader (ALPR) cameras have had a tremendous impact on reducing these types of crimes. Fixed mount ALPR cameras work by identifying vehicle license plates that have been entered in the Stolen Vehicle System, National Crime Information Center, or entered by officers throughout the State of California.

The Visalia Police Department is currently in the end stages of the procurement process to acquire Flock Safety fixed mount ALPR cameras. The implementation of the project began on 10/1/2023 and is funded by BJA FY 23 Edward Byrne Memorial Justice Assistance Grant Program (JAG).   Once the Flock Safety ALPR cameras are installed in January 2025, the total allocated amount of $64,311 from the BJA FY 2024 JAG disparate jurisdictions of the City of Visalia Police Department and Tulare County Sheriff’s Office will be used to continue funding the existing infrastructure of Flock Safety fixed mount ALPR cameras through 2028.   These cameras are being placed in strategic areas that are beneficial to the Tulare County Sheriff’s Department and the Visalia Police Department.

The goal of the spending plan is to promote safety, make technological improvements, and enhance law enforcement capabilities. The Grants program identifiers are equipment, officer safety, standards, and crime reduction.

The City of Visalia will be the fiscal agent for the Grant and will assign a Financial Analyst to administer the Grant and maintain all required documentation.
