The Harris County District Attorney’s Office will utilize funds awarded through the Sexual Assault Kit Initiative to improve investigations and prosecutions in connection with evidence and cases resulting from the sexual assault kit testing process, as well as other sexually motivated cold case crimes including homicides. The Harris County District Attorney’s Office proposes to accomplish this by the creation of a cold case and serial Combined DNA Index System offender squad.

The goals for this award will be to utilize advanced DNA methodologies to thoroughly test sexual assault kits to fully leverage all available Combined DNA Index System hits; investigate and prosecute the leads resulting from advanced DNA methodologies in an evidence-based, victim-centered manner; and document, assess, and disseminate “lessons learned” to inform practices locally and nationally.

These goals will be achieved through the following deliverables: using experienced personnel to investigate and prosecute sexual assaults, including individuals well-versed in DNA methodologies and capabilities; documenting and disseminating the process and outcomes via data collection, presentations, Violent Criminal Apprehension Program entries, and trainings; and enhancing competencies and capabilities through cross-disciplinary training related to victim-centered practices and advanced DNA methodologies.
