The Kentucky Cabinet for Health and Family Services (CHFS) aims to enhance the KASPER system for clinical decisions. This effort seeks to reduce the impact of the controlled substance epidemic on the Commonwealth of Kentucky. According to the Centers for Disease Control and Prevention (CDC), Kentucky ranks among the top states for drug overdose deaths. In 2022, the state had an age-adjusted drug overdose death rate of 53.2 per 100,000 people, indicating a significant impact from the controlled substance epidemic (CDC) Through increased integrated access with a focus on high-risk communities identified through KASPER trend reports, interactive dashboards, and developing comprehensive training. 

Key activities include the development of interactive front-facing dashboards for stakeholders, legislators, researchers, and the public on the KASPER website as well as updating the KASPER system to include elements of ASAP 5.0 by engaging stakeholders, end users and subject matter experts to identify those updates most impactful to improve the ranking of the Commonwealth in overdose deaths. Other initiatives include granting medical licensure boards access to KASPER. This access will enable better monitoring and regulation, ensuring that prescribing and dispensing practices are more controlled. To enhance the KASPER system's data integrity, we aim to implement data validation for manually entered data. This project will ensure that all data entered manually into the system meets specific quality standards, reducing errors and improving the overall accuracy of the system.

The Program Administrator will be key in engaging stakeholders, monitoring progress, reporting, and training end users and citizens of the Commonwealth. The Integration Business Analyst is key in reaching new users, particularly in high-risk areas identified through trend report data, supporting through the training and onboarding process, and renewing agreements to ensure continuity in access, training, and document tracking. These improvements are expected to boost system utilization, increase technical efficiency, and provide real-time visualizations and insights to help users and stakeholders monitor and analyze prescription data trends effectively. The goal is to enhance decision-making, streamline technical processes, and improve user training and engagement. The project will lead to more efficient system operations. The initiative will serve users across Kentucky, including prescribers, pharmacists, law enforcement, licensure boards, and KASPER staff.
