Description of original award (Fiscal Year 2006, $216,766)

The North Carolina Crime Control and Public Safety Governor's Crime Commission will enhance its existing Statewide Automated Victim Assistance and Notification (SAVAN) system ' also known as a Statewide Automated Victim Information and Notification (SAVIN) system. This project will expand the notification functionality of the SAVAN system by incorporating an automated notification option on their current Registry that allows victims to gain access to vital information about their registered sex offender. Victims will receive automated notification when a registered sex offender confirms whether his/her address has changed, as well as when he/she fails to verify their current address. This information will be available twenty-four hours a day, seven days a week.

Statewide Automated Victim Information and Notification (SAVIN) Programs benefit the public by providing victims of crime with accurate and timely information about the status of their offender and court events related to their case. In this way, victims are able to fully participate in the judicial process, make sound decisions to protect themselves from further victimization, and make sure their rights are being upheld. This information-sharing capability is also available to courts, corrections, and law enforcement officials.

North Carolina's SAVAN system enhancement will use the Global Justice XML Data Model (GJXDM) and associated implementation guidelines.
