The Comprehensive Approaches to Sex Offender Management (CASOM) Grant Program is authorized under Title IV of the Violent Crime Control and Law Enforcement Act of 1994, Pub. L. No. 103-322, 42 U.S.C. 13941. The CASOM grants are awarded to state, local, and tribal jurisdictions to develop or enhance sex offender management practices for offenders under community supervision. The Office of Justice Programs awards implementation and enhancement grants. Implementation and Enhancement grants are intended to assist jurisdictions to either implement strategic plans already developed or to enhance existing sex offender management strategies.

Wayne County Department of Children and Family Services will form a multidisciplinary collaborative team to assess current programs, practices, policies, and resources used in managing the County's juvenile sex offenders. The team will be dedicated to developing strategies, consistent with evidence-based best practice standards, to address the most critical needs and to monitor and evaluate the implementation of juvenile sex offender management from the investigation of a sexual crime to the completion of treatment, supervision, and community reintegration. Phase I of the project will focus on a comprehensive assessment of the current juvenile sex offender management system and developing an implementation plan to address identified needs. Major tasks in Phase II will include: 1) developing new policies and procedures; 2) preparing a comprehensive training curriculum; 3) training all stakeholders in the system; and 4) designing a monitoring and evaluation plan.
