The Comprehensive Approaches to Sex Offender Management (CASOM) Grant Program is authorized under Title IV of the Violent Crime Control and Law Enforcement Act of 1994, Pub. L. No. 103-322, 42 U.S.C. 13941. The CASOM grants are awarded to state, local, and tribal jurisdictions to develop or enhance sex offender management practices for offenders under community supervision. The Office of Justice Programs awards implementation and enhancement grants. Implementation and Enhancement grants are intended to assist jurisdictions to either implement strategic plans already developed or to enhance existing sex offender management strategies.

The Comprehensive Approaches to Sex Offender Management 2006 grant will be used to assist in the development of the training curriculum to be delivered to parole and probation officers across the State of Kansas.

In Phase I, Assessment and Planning, a Center for Sex Offender Management (CSOM) consultant will be used to assist in the development of the training curriculum. The consultant will provide the service for three days during Phase I.

In Phase II, Implementation, the CSOM consultant will provide a five day training of trainers to prepare selected group of KDOC trainers to deliver the curriculum throughout the State of Kansas. The University of Kansas (KU), School of Social Welfare will provide services in both Phases of the project. In Phase I, KU will provide assistance in the development of a survey instrument and the collection of the data collected from those surveys. KU will also provide assistance in the comprehensive review of the literature as well as the collection of data from a sampling of other states. In Phase II, KU will assist in the development, collection, and analysis of both pre and post tests to be given to training participants. KU will also assist in the development, collection, and analysis of the post training evaluations to be sent to all training participants to evaluate outcomes of training.
