The Edward Byrne Memorial Discretionary Grants Program, administered by the Office of Justice Programs' (OJP's) Bureau of Justice Assistance (BJA), furthers the Department's mission by assisting state and local jurisdictions in improving the criminal justice system and assisting communities in preventing drug abuse and crime. In fiscal year 2007, the Edward Byrne Memorial Discretionary Grants Program will focus on funding local, regional, and national efforts within six major categories: 1) targeting violent crime; 2) preventing crime and drug abuse; 3) enhancing local law enforcement; 4) enhancing local courts; 5) enhancing local corrections and offender reentry; and 6) facilitating justice information sharing. All categories combat, address, or otherwise respond to precipitous or extraordinary increases in crime, or in a type or types of crime.

The Madison Police Department (MPD) will utilize its Fiscal Year 2007 Byrne Discretionary Category 1: Targeting Violent Crime award to create a multi-jurisdictional, multi-disciplinary task force to track, investigate, and analyze gang related crime. The MPD has demonstrated great collaborative efforts within Dane County and with state and federal agencies, as well. In their continuing efforts to work collaboratively and to share information, MPD's proposed intelligence-led policing model will be used to identify, track, and apprehend repeat violent offenders not only in Madison, but also in Dane County. MDP's Violent Career Criminal Program will: 1) Collect, analyze, and distribute intelligence information regarding the activities of repeat, violent offenders; 2) Apprehend repeat, violent offenders based on intelligence analysis; 3) Provide other agencies with intelligence gathering information by developing and implementing the Violent Career Criminal Intelligence System for regional date sharing; and, 4) Employ geographic profiling to identify linkages between unsolved crimes and repeat, violent offenders.
