Description of original award (Fiscal Year 2007, $374,859)

Project Safe Neighborhoods (PSN), a nationwide commitment to reducing gun crime, links existing local programs together and provides them with necessary tools. PSN 1) takes a hard line against gun criminals, using every available means to create safer neighborhoods; 2) seeks to achieve heightened coordination among federal, state, and local law enforcement; and 3) emphasizes tactical intelligence gathering, more aggressive prosecutions, and enhanced accountability through performance measures. The United States Attorney in each federal judicial district will lead the offensive. The fiscal agent, in coordination with the PSN Task Force, will allocate funds throughout the community.

The Eastern District of Michigan plans to use FY07 PSN funds to continue to reduce gun violence through a comprehensive approach that emphasizes enforcement and prosecution of gun crimes, enhanced supervision of gun-involved parolees, systematic communication to deter gun offenders and potential offenders, and a coordinated re-entry initiative for offenders returning to the community from prison. The Jackson, Flint, and Saginaw Police Departments and the Jackson, Saginaw, and Genesee County District Attorney's Offices will receive sub-grants to accomplish these activities in the Eastern District.

The goals of the project are to: 1) create safer neighborhoods by reducing gun violence and gun crime; 2) address and incorporate the five principal elements of the PSN strategy; 3) reduce the number of firearm-related crimes, creating safer neighborhoods; 4) maintain reduced levels of gang activity and firearm-related crimes; 5) identify the most violent offenders and fugitives; 6) use crime analysis to target 'hot spots' within the District; 7) educate targeted youth population about PSN; 8) work with ATF to identify gun traffickers; 9) create database for gang members and gun crime offenders; 10) hold case review meetings for gun crimes; and 11) develop working relationships with various community organizations and law enforcement entities concerned with reducing gun violence and firearm-related crimes.
