Project Safe Neighborhoods (PSN), a nationwide commitment to reducing gun crime, links existing local programs together and provides them with necessary tools. PSN 1) takes a hard line against gun criminals, using every available means to create safer neighborhoods; 2) seeks to achieve heightened coordination among federal, state, and local law enforcement; and 3) emphasizes tactical intelligence gathering, more aggressive prosecutions, and enhanced accountability through performance measures. The United States Attorney in each federal judicial district will lead the offensive. The fiscal agent, in coordination with the PSN Task Force, will allocate funds throughout the community.
The Crime Commission of Delaware Valley serves as the fiscal agent for the Pennsylvania Eastern District's 2007 Project Safe Neighborhoods grant. The Eastern District proposes to create safer neighborhoods by reducing gun violence and gun crime with a concentrated effort in the Philadelphia area. The primary objectives of the Crime Commission of Delaware Valley 2007 PSN are to: 1) identify the major drug and firearms traffickers operating in each Detective Division and disrupt their operations; 2) decrease the number of Hobbs Act robberies committed in Philadelphia; 3) decrease the number of shootings and homicides in the Southwest Detective Division; and 4) decrease the number of straw purchases of firearms in Philadelphia. The PSN grant will: 1) fund overtime for detectives to conduct enforcement efforts and examiners to work exclusively on firearms cases adopted for federal prosecution and; 2) expand an existing media campaign directed at at-risk youth to enable post-program monitoring of program graduates.
