The Residential Substance Abuse Treatment Formula Grant Program (RSAT) assists states and local governments in developing and implementing substance abuse treatment programs in state and local correctional and detention facilities. The RSAT Program also assists states and local governments in creating and maintaining community-based aftercare services for offenders who are released from institutionally based substance abuse programs. Residential Substance Abuse Treatment Formula Grant funds may be used to implement three types of programs. At least 10 percent of the total state allocation for FY 2007 shall be made available to local correctional and detention facilities (provided such facilities exist) for either residential substance abuse treatment programs or jail-based substance abuse treatment programs as defined below.
The State of Delaware will use the FY 2007 RSAT funds to continue operating the Greentree program, which is a 56-bed, six to twelve month substance abuse treatment program in the Sussex Correctional Institution. The Greentree program is a cost effective drug treatment program which consists of three phases: Phase I, childhood issues are addressed; Phase II, adult issues are addressed; and Phase III, the client is offered an opportunity to 'give back' to the program. Inmates attend group workshops, seminars, and maintain a treatment plan. Treatment plans are designed specifically for each individual and addresses needs such as mental health, education, and work skills. Inmates conduct several of the therapeutic activities as peer facilitators and co-counselors with oversight from the staff. The State of Delaware has a unified corrections system, which means there are no local jails, and is thus exempted from the 10 percent pass-through to local facilities requirement of the RSAT funds.
