Description of original award (Fiscal Year 2007, $108,462)

The Residential Substance Abuse Treatment Formula Grant Program (RSAT) assists states and local governments in developing and implementing substance abuse treatment programs in state and local correctional and detention facilities. The RSAT Program also assists states and local governments in creating and maintaining community-based aftercare services for offenders who are released from institutionally based substance abuse programs. Residential Substance Abuse Treatment Formula Grant funds may be used to implement three types of programs. At least 10 percent of the total state allocation for FY 2007 shall be made available to local correctional and detention facilities (provided such facilities exist) for either residential substance abuse treatment programs or jail-based substance abuse treatment programs as defined below.

The Connecticut Department of Correction will utilize the FY 2007 RSAT funds to support the two counselor supervisor and three correctional substance abuse counselor positions. The project allows increased utilization of both facility and community-based substance abuse treatment services for individuals prior to and during their parole supervision. The goals for the offenders in the RSAT project include: remaining drug-free during the residential and aftercare components of the program as measured through random drug testing; remaining arrest free during the residential and aftercare components of the program; remaining free of disciplinary infractions during the residential and aftercare components of the program; having legitimate and non-criminal means of economic support during the residential and aftercare components of the program; having adequate housing when discharged from the community-based program; having an improved understanding of financial management and life skills at discharge as measured by pre and post testing; and securing adequate and appropriate training for the department's staff.
