The Comprehensive Approaches to Sex Offender Management (CASOM) Grant Program is authorized under Title IV of the Violent Crime Control and Law Enforcement Act of 1994, Pub. L. No. 103-322, 42 U.S.C. 13941. The CASOM grants are awarded to state, local, and tribal jurisdictions to develop or enhance sex offender management practices for offenders under community supervision. The Office of Justice Programs awards implementation and enhancement grants to assist jurisdictions either to implement strategic plans already developed or to enhance existing sex offender management strategies.

The Westchester County Department of Probation is currently supervising 316 adult and 30 juvenile sex offenders. It is anticipated that these numbers will continue to rise. This department established a dedicated court to serve as the mechanism to achieve a more comprehensive, centralized, and system-wide approach to sex offender management. In January 2006, Westchester established a special court within the New York State Supreme Court to service only cases involving sex offenses. Although this specialized court has proven to be effective, the county continues to seek components to enhance its management of sex offenders. The county is requesting federal funds to establish a Sex Offender Supervised Visitation Program to serve its Sex Offense Court System.
