Description of original award (Fiscal Year 2008, $105,000)

The American Bar Association (ABA) will use the grant to implement Articles 9, 14, and 15 of the International Covenant on Civil and Political Rights (ICCPR) Index in Kyrgyzstan. The ICCPR criminal procedure assessment will provide the necessary information for Kyrgyz government authorities and other key stakeholders to bring Kyrgyzstan's laws and practices in the criminal justice sector into compliance with their obligations under the relevant provisions of the ICCPR. The ICCPR assessment will focus on Kyrgyzstan's criminal procedure code and related legislation. The overall project will consist of a three-part analysis, including a rapid de jure assessment, a complete de jure assessment, and a final report with both de jure and de facto analysis. Through in-depth questions posed by a multi-national team of assessors, the ICCPR will identify successes as well as areas for improvement in legislation and implementation efforts. Government officials and other stakeholders will come together during the assessment process to participate in the inquiry and devise realistic solutions to the remaining gaps in their criminal procedure law and practices.
