The Drug Court Discretionary Grant Program is designed to assist states, state courts, local courts, units of local government, and Indian tribal governments in developing and establishing drug courts for substance-abusing adult and juvenile offenders. Drug court programs funded by the Drug Court Discretionary Grant Program are required by law to target nonviolent offenders. The Program supports the following activities:
adult drug court implementation, single jurisdiction drug court enhancement, statewide drug court enhancement, and planning efforts.

The Union County Drug Court will utilize Category II Enhancement funding to incorporate drunk and/or drugged driving offenders into the current drug court program population. Through the grant, the court anticipates laying the groundwork for entering into 'hybrid' status with the inclusion of Driving While Intoxicated (DWI) offenders. The court will provide services to eligible drunk and/or drugged driving adult offenders with two or more DWI convictions in a ten-year period and first time offenders with a .20 blood alcohol content or greater. The program consists of four phases which totals at least 18-months. Participants are expected to fulfill all program requirements that include compliance with conditions of probation, and continually setting and meeting education and employment goals. The new program enhancement plan will offer 15 DWI offenders intensive outpatient services through the Hybrid Union County Drug Court program and will provide clinical assessments that address alcohol severity and drug involvement, level of needed care, mental health status, and recommended social service support systems.
