Description of original award (Fiscal Year 2008, $50,000,000)
The Democratic National Convention (DNC) will be held August 25-28, 2008, in Denver, Colorado. The City and County of Denver's planning and preparation for supporting security for the 2008 Democratic National Convention builds on years of experience with major political and economic events in Denver. Planning for the 2008 DNC began in early 2007 with the designation of this event as a National Special Security Event (NSSE). The lead Federal agencies working with the City and County of Denver are the United States Secret Service for Planning and Implementation, the Federal Bureau of Investigation for Crisis Management, and Federal Emergency Management Administration for Consequence Management. The lead State agency is the Colorado Department of Pubic Safety and the lead local law enforcement agency is the Denver Police Department. Approximately 40 additional local law enforcement agencies will contribute approximately 2000 officers to assist in providing security for the DNC.
Preliminary estimates indicate there will be approximately 45,000 official guests who will either attend the DNC or provide support to various delegations. In addition, there will be a significant number of personnel in support and logistical roles as well as large numbers of persons in attendance want to witness history being made. The expenditure of the $50,000,000 in funds received under this award will be used to partially offset the costs of the security and related costs associated with the DNC, primarily officer overtime and equipment. Previous conventions held in 2004 in Boston and New York City demonstrated the need for significant budget resources for public safety services in the immediate host city as well as the surrounding metropolitan area and host state. Consequently, funding will also be used to offset equipment purchases or personnel expenses for impacted surrounding jurisdictions that have formal mutual aid agreements to support the City and County of Denver with security, response and recovery type activities.
