The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Georgia State University Research Foundation, Inc. will continue to support the HIV Positive (+) Prisoner Re-entry Project. They will further expand collaboration among the Georgia Department of Corrections, the Georgia State Board of Pardons and Paroles, the Georgia Department of Public Health, and Georgia State University's Institute of Public Health. The Georgia State University Research Foundation will expand the program beyond the initial 65 participants and continue to evaluate the impact of the program on key public health and criminal justice indicators. The goal is to improve the capacity of the criminal justice system to effectively manage and allocate resources for HIV+ prisoners re-entering the community.
