Description of original award (Fiscal Year 2008, $89,435)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Milwaukee House of Correction (HOC) will collaborate with the Benedict Center and the Milwaukee District Attorney's Office to implement an intensive cognitive behavioral project called Moving On. The project is designed to help women prepare for and maintain safe, successful reintegration into the Milwaukee community and when possible make reparations for past criminal activity through participation in justice circles and community service projects. The Milwaukee HOC will target women leaving the criminal justice system, women at the HOC, and women deferred from incarceration by the District Attorney and the courts. Women participating in the program will receive holistic gender-responsive programming. The program includes a highly interactive 26 session curriculum that includes: goal setting, role modeling, reflection, journaling and self evaluation of progress toward goals midway through and at the end of the program.
