Description of original award (Fiscal Year 2008, $290,663)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Roca Inc. will support a program that provides interventions to high risk young adults in the cities of Chelsea, Revere, and East Boston. They will partner the Chelsea Police Department and other criminal justice professionals to use Restorative Justice Circles and alternative processes to provide interventions, re-entry, and alternative suspension services to program participants. Roca will intervene with very high risk youth to promote positive behavior change and competency-building for outcomes of economic independence and living out of harm's way; and collaborate with criminal justice and community partners to strengthen intervention practices, reduce incidences of violence, and advance innovation in work with high-risk youth.
