Description of original award (Fiscal Year 2008, $44,717)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The City of Fairfield's Police Department (FPD) will support the Fairfield Gang Suppression Project in seeking a civil gang injunction against the Nortenos gang by identifying, validating, and arresting the hard core, active gang members. FPD will use a variety of strategies, including use of surveillance camera to augment directed enforcement efforts, in-house training on data collection under California Penal Code 186.22, enforcement of the civil gang injunction provisions, and community education workshops to aid citizens in recognizing and reporting gang-related behavior.

Grant funds will purchase eight high resolution outdoor cameras with ballistic rated housings to be mounted in the most troublesome neighborhoods. A monitor installed in the dispatch center will insure 24-hour surveillance. Along with implementing the gang injunction against the Nortenos, the goal of the Gang Suppression Project is to reduce Norteno-related criminal and nuisance activity by 30% by the end of the grant.
