The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The First Step Western Wayne County Project on Domestic Assault will meet the critical needs of sexual assault victims in Wayne County. They will use a specialized forensic exam, immediate crisis intervention, and assistance in the prosecution of sexual assault cases. A Sexual Assault Nurse Examiner Program (SANE) will be formed to respond to incidents of sexual assault. The program will provide: 1) prompt, compassionate, and quality care from medical professionals that understand sexual assault victimization issues; 2) free and confidential services; 3) non-biased forensic exams; 4) enhanced evidence collection for prosecution; 5) services to meet the emotional and medical needs of victims; 6) increased reporting of sexual assault crimes; and 7) a much-needed Sexual Assault Task Force in Wayne County. Wayne State University School of Social Work will evaluate the impact of the program not only on the emotional and medical well-being of survivors, but also the improved criminal justice response, including conviction rates for these crimes.
