Description of original award (Fiscal Year 2008, $268,305)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The North Carolina Department of Crime Control and Public Safety will provide the North Carolina State Bureau of Investigation (SBI) Crime Laboratory with equipment needed to help eliminate a backlog of cases. SBI's Forensic Biology Section will upgrade instruments, which are normally used to analyze four specimens at a time, and increase the analysis to sixteen at a time. In addition, a new instrument will be purchased for forensic DNA quantification which includes the validation of instruments and training of all existing personnel. It is anticipated that this project will increase SBI's productivity and enable analysts to better automate and streamline the forensic DNA analysis process.
