Description of original award (Fiscal Year 2008, $447,174)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The City of Los Angeles will support a Community Law Enforcement and Recovery (CLEAR) site in the Boyle Heights area. The goal of the CLEAR Program is to facilitate the recovery of gang-infested communities through a comprehensive program that removes hard-core gang members from the streets. The Hollenbeck/Boyle Heights area, located east of downtown Los Angeles, has been deemed an area with high rates of concentrated gang related crimes. The CLEAR team includes the Los Angeles Police Department, Los Angeles County Probation Department, Los Angeles City Attorney, Los Angeles County District Attorney, California Department of Corrections and Parole, Mayor's Office, Los Angeles City Council, Los Angeles County Supervisory Offices, and community stakeholders.
