Description of original award (Fiscal Year 2008, $424,815)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The City of Baltimore will expand its Felony Drug Initiative (FDI), an adult drug court program in the City's Circuit Court. They will upgrade their other adult drug court to meet FDI program standards. The second upgraded drug court will be a combined residential-community aftercare program using contracted providers for treatment of co-occurring disorders and addiction, as well as for intermediate and outpatient aftercare services, halfway and support housing, and to assist with educational and work placements. The Baltimore City Circuit Court will purchase treatment services from seven contractual providers who will work with nonviolent felons.
