Description of original award (Fiscal Year 2008, $194,074)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Montana Sheriffs and Peace Officers Association (MSPOA) will support the Offender-Monitoring Capacity Building for Local Justice Systems (MONTS) project. They will increase the capacity of local criminal justice systems to identify and implement electronic monitoring of released pre-trial defendants, pre-release offenders, and released sex offenders. MSPOA will complete the system identification process; system demonstrations; pilot projects to increase the electronic monitoring skill level and knowledge base of local justice officials; data review of system operations, program supervision, public safety factors, policy impacts, financial considerations, and risk analysis; and project evaluation. This project will increase the knowledge base of a broad spectrum of local justice system decision-makers with regard to the use, utility, service limitations, costs, and cost effectiveness of electronic monitoring systems.
