Description of original award (Fiscal Year 2008, $89,435)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Peralta Community College District will fund the planning of a new Center for Public Safety in Oakland, California. The Center will be a joint project of the City of Oakland, the Port of Oakland, and the Peralta Community College District. The Center will house the Oakland Police and Fire Academy, the College District's Administration of Justice program, and a wide array of public safety career programs offered by the College District. The population served will be public safety professionals and students from the Oakland-East Bay area but also will be used by public safety professionals from throughout the greater San Francisco Bay area. The goal is to have a full project plan developed within the grant period. This plan will be the basis for taking the Center's development to the construction stage, and will include a full program description, a refined site plan, and the investigation and identification of site environmental issues.
