Description of original award (Fiscal Year 2008, $268,305)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Essex County Sheriff's Department (ECSD) will expand their current program to combat substance abuse problems among teenagers in Essex County. They will support substance abuse preventive education and treatment; train the trainer seminars for teachers; and a parent seminar that will teach parents how to discuss drug abuse with their teenagers. ECSD will implement an educational and treatment program (Toward No Drugs); develop a post-treatment plan for individual counseling participants that will focus on the individual needs of the client; develop a 'Train the Trainer' program that is available to high school teachers and administrators which will provide training about how to recognize substance abuse issues in students; and develop a seminar for parents regarding drug abuse, specifically prescription and over the counter medications. ECSD will provide the opportunity for teens with substance abuse problems to receive treatment.
