The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Essex County Sheriffs Department will study the impact of radio and microwave as it applies to a day-to-day regional radio network for first responders and emergency personnel. This study will provide the information necessary to establish an effective Regional Operations Center for emergency police and fire communications. The Essex County Sheriffs Department will select a vendor or vendors who will be responsible for completing the project tasks. They will study and complete propagation maps, complete microwave path analysis and frequency planning maps, study placement of microwave towers, and conduct a survey among police and dispatch personnel to analyze and evaluate the current radio system in the county.
