Description of original award (Fiscal Year 2008, $402,457)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Los Angeles County Community Development Commission (CDC) will support the Comprehensive Crime Prevention Housing Program, operating in the Harbor Hills Housing Development and the surrounding community. The three components of this program address fraud, gangs, and domestic violence. The goal of the first component is to reduce fraud and program violations committed by Section 8 participants through detection and investigation by the CDC's fraud investigators in partnership with the Los Angeles County Sheriff's Department. The goal of the second component involves collaboration among law enforcement agencies to address the resurgence of gangs in and around Harbor Hills. The goal of the third component is to increase the capacity of CDC staff and law enforcement and to provide services to domestic violence victims living in the four CDC family housing sites.
