Description of original award (Fiscal Year 2008, $169,926)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Creighton University, Milton R. Abrahams Legal Clinic (Clinic), located within the University's Law School, will develop a Neighboring Empowerment Project, to address the legal advocacy needs of community organizations as well as individuals within the City of Omaha. This will be accomplished through direct legal assistance to low-income persons who are victims of domestic violence and are seeking to obtain or preserve a rental subsidy, or trying to avoid foreclosure. Through ongoing representation, the Clinic will assist organizations in developing and implementing strategies to improve and strengthen the community and represent those clients before various tribunals to effectuate the community's goals. They will assist individuals within targeted areas in legal matters that will enhance their personal safety and household stability.
