Description of original award (Fiscal Year 2008, $572,383)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Phoenix House will build its capacity to provide long-term addiction treatment services to adults in upstate New York. The organization has based treatment practices on a modified therapeutic community approach, which recognizes drug abuse as a symptom of a broader disorder affecting attitudes, values, and all aspects of individual behavior. Project goals will be accomplished through partnerships with the New York State Office of Alcoholism and Substance Abuse Services, local and regional law enforcement, the state court system, and criminal justice and community agencies. In order to increase accessibility to aftercare and other needed services, grant funds will be used to support staff salary and costs incurred from transporting program participants to required legal and/or criminal justice appointments, and medical and health related services.
