The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.
The University of Kentucky Research Foundation will support the Legal Education Access Project (LEAP) to improve the traditional under-representation of economically disadvantaged rural, urban, and minority communities within the legal profession. The LEAP program will increase the number of lawyers practicing in Kentucky's economically disadvantaged rural, urban, and minority communities. The University of Kentucky Research Foundation employ several strategies designed to: 1) enhance the potential for success of the law school students from the targeted communities; 2) attract more students from economically disadvantaged rural, urban, and minority communities into law school; and 3) encourage law students from economically disadvantaged rural, urban, and minority settings to return to their home communities as members of the legal profession.
