Description of original award (Fiscal Year 2008, $290,663)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The McDermott Center dba Haymarket Center will implement a project to provide substance abuse treatment and support services to women offenders who are adjudicated from the Cook County Jail. The program will target non-violent female offenders convicted of drug offenses or who have been identified as having substance abuse issues and are currently participating in the Sheriff's Female Furlough Program at the Cook County Jail. The McDermott Center dba Haymarket Center will address this gap in service. They will support an evidence-based curriculum, continuous substance abuse and mental health treatment, case management and recovery coaching, vocational services, and day care for the offenders' children. Progress will be measured through documented implementation of the project services and documented numbers of offenders participating in services.
