The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The People for People Inc. will support the Mentoring Children of Purpose Program (MCP). They will provide mentors for children and youth whose parents are incarcerated. A majority of the youth involved in the MCP Program are African American youth between the ages of ten and fourteen. People for People will: provide intellectual, social, physical, and emotional support to children of incarcerated parents; reduce the probability of children of incarcerated parents from dropping out of school, becoming involved in crime, and becoming incarcerated; model positive ways of living that will reduce the probability of children of incarcerated parents from dropping out of school, becoming involved in crime, and becoming incarcerated; and, provide support to local community and religious organizations by helping to improve the capacity of the local justice system. People for People will: enroll youth and children of incarcerated parents into the MCP program; recruit, screen, and provide training for adults who will serve as mentors; implement the Positive Youth Development curriculum into the mentoring program; monitor and support mentoring relationships to ensure quantity, quality, and frequency of contacts; and, provide two hours of mentoring training monthly.
