Description of original award (Fiscal Year 2008, $277,248)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Mississippi Military Department, Regional Counterdrug Training Academy (RCTA) will train local law enforcement and first responders in Alabama, Georgia, Louisiana, Mississippi, and Tennessee in terrorism prevention and response training. They provide education on terrorism, terrorists, and their general methods of operation to various elements of the law enforcement community across the Southeastern US. RCTA will prepare law enforcement and first responders to effectively recognize, react to, and report indicators of terrorism and criminal extremism; increase law enforcement and first responders' survivability chances in a terrorist or WMD event; and expand no-cost antiterrorism training opportunities to first responders and law enforcement agencies.
