The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Harris County Sheriff's Office will enhance its digital asset management project. Digital evidence (picture, audio and video files) is prevalent in law enforcement. The current practices for managing digital evidence are largely manual and involve 'burning' multiple copies that are then moved by hand and tracked in disparate systems. The Harris County Digital Asset Management (DAM) project will significantly upgrade current digital evidence handling by providing a central repository for digital assets with automated management, security, and workflow capabilities. This system will allow for the automated incorporation of related data from the automated police records systems, thereby increasing data accuracy, facilitating evidence location, and reducing manual efforts. In addition to managing digital assets ingested from external sources, the DAM will provide the backend management for the sheriff's office fixed and mobile digital video system.
