Description of original award (Fiscal Year 2008, $313,022)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The KidPeace Corporation will offer at-risk youth in the foster care system an alternative out-of-home placement to juvenile detention and residential centers. They will provide a treatment-based approach to addressing maladaptive and juvenile justice behaviors, individualized care to meet the unique needs of each child in placement, and prepare each child in care for a healthy re-entry into the community. The KidPeace Corporation will provide safe and supportive therapeutic foster homes for children who suffer from mental health problems within the foster care systems of California and Arizona. Therapeutic foster care is designed to address the psychological causes of the delinquent behavior. Therapeutic foster care allows children with psychiatric diagnoses to receive mental health care and live in safe homes within their communities while establishing collaboration between the child welfare system and the juvenile justice system.
