The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Denver Police Department (DPD) will use funds to enhance the operational capacity and effectiveness of their Gang Bureau. They will hire of a highly skilled, full-time Gang Crime Analyst to conduct expert analysis of gang crime and trends. DPD will equip the analyst with the most robust analysis tools available and will provide advanced training to enhance gang enforcement and suppression. They will intensify enforcement through strategic 'gang sweep' operations and build expertise of gang officers through intensive training, and increased opportunities to network through the California Gang Investigators' Association. DPD will enhance outreach to Denver communities through a partnership with the Gang Rescue and Support Project, a community-based nonprofit organization that deploys outreach workers to diffuse gang violence.
