The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.
The city of Indianapolis will use funds to expand the Liberty Hall Reentry Program. The program will target drug-addicted and homeless adult female offenders at both the pre- and post-conviction stages, who are housed at the privately-owned Liberty Hall minimum security residential facility. A case manager will work with offenders to determine their individual treatment and programming needs. As a result of the diagnostic evaluation, treatment services and programming, including detoxification, employment and housing assistance, educational programs, and life skills such as anger management, budgeting, relationship building, and parenting will be offered. Funding will support a case manager and reentry employment specialist, as well as an independent evaluation of the program's success and sustainability.
