Description of original award (Fiscal Year 2008, $178,870)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Dr. J. Alfred Smith, Sr. Training Academy (DJASSTA) at the Allen Temple Housing and Economic Development Corporation (ATHEDCO) will implement the Green Reentry Eliminates All Toxins (GREAT) Training Program, an environmentally-friendly, 'green' job training program which certifies participants in areas specific to environmental clean-up. Through this program, formerly incarcerated clients will secure green-collar jobs with health benefits and the possibility for career advancement. The target population is males, ages 18 and over, who are residents of Oakland and Alameda County on parole or probation. Trainees will receive certifications in Adult CPR, First Aid, Occupational Safety and Health Administration Construction Safety, Lead Abatement, Asbestos Supervision, HAZWOPER, Confined Spaces Operations, and Department of Transportation Packaging and Handling of Hazardous Materials. In addition to these trainings, participants will receive life skills/career development training and case management. Several leading companies in the Bay Area will partner with DJASSTA in hiring the participants.
