The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Thiel College will create a Community Partnership Security Center that will support the delivery of in-service training for law enforcement officers, academic institution safety and security officers, and other public safety professionals from the surrounding region. They will be using technology-enhanced classrooms and seminar spaces to deliver training and continuing education to enrollees. This curriculum is designed to promote Safe Schools and Safe Communities, with both proactive planning and reactive response. The Center will also serve as a clearinghouse and a display venue for materials, equipment, and services to the professionals engaged in school and community safety. The Center will fill the need for a training facility capable of serving the 5,000 regional professionals whose communities, schools, and citizens will benefit from well-trained responders.
