Description of original award (Fiscal Year 2008, $127,445)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The City of Fort Wayne will provide advanced professional training for law enforcement officers in Northeast Indiana. The Public Safety Academy (PSA) of Northeast Indiana meets the needs of law enforcement agencies whose officers require specialized training, but whose budgets do not support travel. PSA provides regional training and educational opportunities for police, fire, and emergency medical professionals and volunteers, while enhancing interagency training and cooperation required for successful emergency disaster response. Through the provision of training, the program will aim to remedy four common deficiencies that cause officer injury and death: an inability to effectively communicate, a lack of firearm proficiency, an inability to properly employ or execute defensive tactics, and inferior driving skills. Funding will be used to support an Operations Specialist, to purchase supplies and equipment needed to conduct the training, and to cover the costs of providing training to officers.
