The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Research Foundation of CUNY, Christian Regenhard Center for Emergency Response Studies (The Center) is an interdisciplinary research and educational center devoted to serving the first responder emergency service community. The Center will develop an online resource center of incident-related materials to include oral histories, interviews, and incident documentation. The Center will produce responder-directed reports and information in a lessons learned format directed at its primary audience of law enforcement, fire personnel, and emergency medical service providers. The lessons learned project will include critical reviews of responder needs based on actual incident experience.

The Center will document and study emergency response aspects of incidents to improve the coordination and readiness of local public safety agencies to respond effectively and safely to major natural or man-made events.
